Singular subjects take singular verbs. Do not let an of-phrase trick you.

Step 2 · Read

The verb agrees with the head noun, not the nearest noun.

The stack of notebooks is (not are) — stack is the subject.
Each, every, everyone, nobody: usually singular. Everyone is here.
Compound subjects with and: usually plural. The poet and the painter are late.
Or / nor: agree with the nearer subject. Neither the pages nor the ink is dry. (formal)

Rewrite so the verb agrees: “The stack of notebooks are on the desk.”
